Procedure 1: There is a manual procedure with the help of which you can easily convert CSV File to VCF contacts folder. Although the conversion is done in vCard but of a very old version which isn’t exactly a VCF but vCard, i. e. contacts embedded in HTML.

Procedure 2: You can import the CSV file into a Microsoft Outlook account, if any. And once the contacts are imported, you can export them out and save as VCF file. However, the export can only be accomplished one after the other, i. e. you can only save one contact to VCF at a time which is visibly tedious.
